SUBJECT: Resolution Rescinding Resolution #13921 And Authorizing Closure of
Downtown City Streets for the San Rafael Rocks Block Party (fundraiser for
DrawBridge) on July 11th; Fourth Street from C Street to E Street, 8am — 9pm.
RECOMMENDATION: Approve the Resolution Rescinding Resolution #13921 and approve the
Resolution authorizing the temporary street closures for the San Rafael Rocks Block Party.
BACKGROUND: The San Rafael Rocks Block Party is a first year event that is sponsored by
the Downtown Business Improvement District. This event is part of a larger multi -faceted
program, San Rafael Rocks, which is a series of events (Art, Film and Music) taking place in
San Rafael over several weeks. San Rafael Rocks is a fundraising effort for DrawBridge; a local
nonprofit that provides expressive art programs for homeless and other underserved
children. DrawBridge presents art groups at 24 sites in seven Bay Area counties and
serves about 900 kids each year, with a total of 4,000 child visits annually.
The Block Party will be a one day event featuring iconic 60's Rock Poster Artists, live
music and other activities. This will be a new and unique event for the City for 2015.
The program is expected to draw up to five thousand or more people to San Rafael over
the course of several weeks.
Two blocks of Fourth Street will be closed between C and E Streets to create the event
venue. A two block closure should result in a minimal traffic impact on Fourth Street. All
the businesses on Fourth Street will be invited to celebrate the day of art and a
legendary period of music that began in Marin as well as the entire Bay Area during the
1960's.

ANALYSIS: The City Council previously approved a one block street closure from C
Street to D Street on May 18th for this event. Due to a now higher expectation of
success staff is recommending this revision of the footprint (one block extension to E
St.) for the event to safely accommodate the estimated two thousand plus attendees of
the San Rafael Rocks Block Party. The new event footprint will be from C Street to E
Street.
COMMUNICATION, OUTREACH & MARKETING: The BID will communicate and
advertise through their downtown business network as well as their normal resources
including notifications to all impacted businesses and residents within as well as
surrounding the closure area.
City Staff will support the event by providing the street closures and logistical input.
Adam Violante, owner of the Pint Size Lounge and producer of the annual West End
Village Family Fun Day, has joined Carol Thompson, BID Director to help produce the
Fourth Street Block Party event.
STREET CLOSURE:
The streets proposed to be closed are:
1. Fourth Street from C Street to E Street 8 a.m. to 9 p.m.
2. C & D Street meters ( 6-8 tbd) — posted for No Parking for event production
activities
FISCAL IMPACT: Pursuant to the current City policy, Police and Public Works costs
will be reimbursed by the event unless otherwise directed by City Council or the City
Manager. Minor loss of revenue from the meters in the two block closure will be made
up by a boost of garage visits on the day of the event.
OPTIONS:
• Accept the street closures as proposed
• Modify the streets to be closed.
ACTION REQUIRED: Approve the attached resolution.

CLOSURE OF DOWNTOWN CITY STREETS FOR THE SAN RAFAEL ROCKS
BLOCK PARTY (FUNDRAISER FOR DRAWBRIDGE) ON JULY 11TH; FOURTH
STREET FROM C STREET TO E STREET, 8AM - 9PM.
WHEREAS, the San Rafael Rocks Block Party will occur in Downtown San Rafael on July 11th, 2015; and
WHEREAS, it has been determined that a larger event area is required,
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and
recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the downtown
area, the streets shown below should be temporarily closed to through traffic for the date and times as
specified below:
The streets proposed to be closed are:
1. Fourth Street from C Street to E Street 8 a.m. to 9 p.m.
2. C And D Street meters ( 6-8 tbd) — posted for no Parking for event production activities
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS:
1. That all of the above findings are true and correct;
2. City Council Resolution No. 13921 is hereby rescinded
3. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of
persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary
closure of the above listed streets for the date and times described above.

Unprecedented Art, Film and Music Celebration to Benefit At -Risk Youth
Summer 2015
(San Rafael, CA) San Rafael Rocks, a multi -faceted, multi -partner rock 'n roll art, film and music
celebration, was announced today. All proceeds from the festivities planned for this June and July
will benefit Drawbridge, a Bay Area arts program for homeless children, and California Film
Institute Education, which provides creative film programs for Bay Area students.
This unprecedented series of festivities is being developed in partnership with The Jerry Garcia
Foundation, California Film Institute, ArtWorks Downtown, The Rock Poster Society, Fenix, The
Downtown San Rafael Business Improvement District, and other local and regional organizations.
San Rafael Rocks will also honor Jerry Garcia and the 50th anniversary of his music with the
Grateful Dead, which was founded in San Rafael. "The Jerry Garcia Foundation is honored to
support the activities of these wonderful nonprofits through the celebration of my father's art and
music," said Keelin Garcia.
"San Rafael is the epicenter of Marin's world-renowned rock 'n roll scene", stated Bruce Burtch,
organizing producer of San Rafael Rocks. "And many of our most iconic musicians are also
outstanding artists. San Rafael Rocks will exhibit their art, celebrate their music and provide one
heck of a two-month party... and it's all to benefit youth."
San Rafael Rocks Festivities
The Art of Rock Legends, June 12 -July 24
A benefit exhibition featuring artwork by iconic 60's musicians will be on display and for sale at
Artworks Downtown, 1337 4th Street in San Rafael, June 12 through July 24th. This benefit will be

the first project in the United States of The Jerry Garcia Foundation and will feature many original
artworks by Jerry. Original artwork has also been donated by Carlos Santana, Janis Joplin, Grace
Slick, Jimi Hendrix, Marty Balin, Commander Cody, Mickey Hart, Dave Getz, and more. Top rock &
roll photographers of the era will also be participating, such as Baron Wolman, the first Chief of
Photography for Rolling Stone magazine, Robert Altman, Graham Nash, Jay Blakesberg and
Richard Pechner. The exhibition will also include outstanding rock posters from Stanley Mouse,
Pat Ryan, Arlene Owseichik, Shane Grogg and Roberta Weir.
The Art of Rock Legends Preview Party, Friday, June 12 from 5-8pm, will be open to the public as
part of San Rafael's monthly Art Walk.
Fare Thee Well
Working with the producer of the three sold out -in -five -minutes Fare Thee Well Grateful Dead
concerts at Chicago's Soldier Stadium July 3-5, the intent is to simulcast the concerts at the
restored Art -Deco Rafael Theater in downtown San Rafael. If approved, live bands, celebrity MC's
and special guests will make this an extraordinary musical event. Once finalized, tickets will be
available through the Rafael Theater, date to be announced.
Rock & Roll Film Festival
A Rock & Roll Film Festival will be held July 6-8 at the Rafael Theater with live bands and special
guests. The Film Festival will feature films and documentaries on Jerry Garcia, Grateful Dead, plus
other rock & roll films. Tickets will be available through the Rafael Theater, date to be announced.
San Rafael Rocks Block Party
On July 11, a fabulous Block Party will be held in downtown San Rafael, featuring art
demonstrations presented by over 25 of the world's most famous rock artists from TRPS, The Rock
Poster Art Society. They'll be partying in the streets with rock bands, children's art activities, food
trucks, beverages and much more.
Fenix Music Benefit
On July 15 (tentative date) the Fenix is planning a special evening benefit and tribute to the music
of Jerry Garcia. The event is being orchestrated by Merl Saunders, Jr, whose father played with
Jerry, and will include many local top musicians, and a very special guest.

San Rafael Rocks was conceived by San Rafael resident Bruce Burtch, who will serve as
organizing producer of all events and curator of the benefit art exhibition. Bruce is providing his
time and services pro bono, to help the underserved children of our Bay Area community.

counties, serving approximately 900 children annually.

The city of San Rafael and its Mission were named for Archangel Rafael, who is the angel of bodily
healing. The San Rafael Rocks logo depicts Archangel Rafael holding a guitar and was designed
by Shane Edward Grogg, a San Francisco -based, award-winning airbrush and poster artist.

Drawbridge
DrawBridge is a local nonprofit that provides expressive art programs for homeless
and other underserved children. We present the art groups at 24 sites in seven Bay
Area counties and serve about 900 kids each year, with a total of 4,000 child visits
annually.
DrawBridge offers a safe, supportive environment in which children can use
creative arts to work through the complex emotions associated with homelessness
and family dysfunction.
Being homeless is incredibly stressful, and kids have many additional burdens and
worries that other kids don't face. Through art, children can release the build-up of
potentially destructive emotions, and discover their creativity, joy, self-confidence
and hope.
We focus on creating a positive, supported art experience for the kids, giving them a
stable environment in which to have some fun, do some art, and express themselves
in a completely safe and accepting environment.
All our work is collaborative, as we bring the art groups right into the shelters
where the kids live. We work with the homeless shelters, safe houses, emergency
shelters, and transitional and long-term housing agencies to provide these art
groups for kids ages 4-16.
We receive positive feedback from kids, parents and site managers that the
programs really help kids, improve outlooks and bring relief and joy to participants.
The agency celebrated its 25th anniversary last year and is currently looking to
expand its Board of Directors, broaden its funding base, and expand its program
offerings.
Each group costs about $6300 annually. The budget is about $138,000/year.
