HomeMy WebLinkAboutED Street Closure; Final Leg Torch Run 2015Agenda Item No: 3. b Meeting Date: July 6, 2015 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: San Rafael Police Department Prepared by: Brian Auger Events Coordinator City Manager Approvals J SUBJECT: Resolution authorizing street closures for the Final Leg Torch Run for the 2015 Special Olympics on Monday, July 13th 2015, Fourth Street from Lootens to A Street from 6:00pm-10:00pm. RECOMMENDATION: Approve Resolution BACKGROUND: The Special Olympics World Games 2015 will be held in Los Angeles this summer. The Opening Ceremony of the 2015 World Games will include the Flame ofHope, the official torch for the Special Olympics World Games 2015 igniting the cauldron at the Los Angeles Memorial Coliseum. The Flame ofHope was lit in Athens Greece in May and Special Olympics athletes and law enforcement officers who serve as Guardians of the Flame ofHope, will travel throughout the United States to reach Los Angeles. The Flame ofHope will complete its journey on July 25'h when the Law Enforcement Torch Run Final Leg team carries the Flame ofHope into the historic Los Angeles Memorial Coliseum, site of the 1932 and 1984 Olympics Opening Ceremonies. San Rafael was chosen by the Special Olympics Committee as one of the cities to host a special ceremony as part of the Torch Final Leg tour. On July 13, 2015, the Flame ofHope will be carried through the streets of San Rafael on the final leg of the Flame ofHope Torch Run. The nun will culminate in a ceremony and concert at the San Rafael City Plaza at about 9:00 pm. San Rafael Police Chief Diana Bishop and City leaders will host the ceremony that will feature the Torch Run athletes, a Special Olympic athlete, and a Final Leg nunner from US law enforcement agency. The law enforcement officers and Special Olympics athletes have been elected by their respective Special Olympics programs to participate in the 126 member Final Leg Teau ., based upon their dedication and commitment to the Special Olympics movement. Following the ceremony there will be a free music concert. For this event staff is requesting a closure of Fourth Street between A Street and Lootens Place. Staff is recommending the following street closures from 6:00 p.m. to 10:00 p.m., Monday, July 13, 2015 for event set up, festivities and teardown: 1. Fourth Street from Lootens Place to A Street This closure has been coordinated with the Police and Fire Departments, the Downtown merchants and the Public Works Department. No Parking signage will be posted from 7pm-IOpm, on Fourth Street (south side only) A Street to 1.1 Street. FISCAL IMPACT: San Rafael Police Department is the primary producer and has developed a budget for the cost of the event. Economic Development event staff will be assisting in the production of the event. OPTIONS: Approve Resolution as presented Direct Staff to make changes to the Resolution Do Not approve the Resolution ACTION REQUIRED: Approve Resolution RESOLUTION NO. 13965 RESOLUTION AUTHORIZING STREET CLOSURES FOR THE FINAL LEG TORCH RUN FOR THE 2015 SPECIAL OLYMPICS ON MONDAY, JULY 13TH 2015, FOURTH STREET FROM LOOTENS TO A STREET FROM 6:00 PM -10:00 PM. WHEREAS, the Special Olympics Final Leg Torch Run will occur in Downtown San Rafael on July 13`h, 2015; and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the downtown area, the streets shown below should be temporarily closed to through traffic for the date and times as specified below: STREET CLOSURE: Streets to be closed on July 13, 2015 from 6pm to 10:00pm: 1. Fourth Street from Lootens Place to A Street No Parking signage will be posted from 7pm-10pm, on Fourth Street (south side only) A Street to H Street. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above.
