Beirne 55 SUBJECT: CALL FOR APPLICATIONS TO FILL THREE FOUR-YEAR TERMS ON THE BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE TO THE END OF NOVEMBER 2019, DUE TO THE EXPIRATION OF TERMS OF JIM GERAGHTY, DON MAGDANZ AND LINDSAY MCKENZIE (CC) RECOMMENDATION: It is recommended that Council: a) Call for applications to fill three four-year terms to the end of November, 2019 on the Bicycle & Pedestrian Advisory Committee, due to the expiration of terms of Jim Geraghty, Don Magdanz and Lindsay McKenzie. b) Set deadline for receipt of applications for Tuesday, October 27, 2015 at 5:00 p.m. in the City Clerk's Office, Room 209, City Hall; and a) Set date for interviews of applicants at a Special City Council meeting to be held on a date to be determined. SUMMARY BACKGROUND: The current terms of members: Jim Geraghty, Don Magdanz and Lindsay McKenzie will expire at the end of November, 2015. Going forward, as per Resolution No. 13681, adopted on February 18, 2014, appointments to the Bicycle and Pedestrian Advisory Committee have been extended to two consecutive four-year terms. The Committee will also promote public involvement and support for bicycling and walking as viable alternatives to driving. QUALIFICATIONS All members of the Bicycle and Pedestrian Advisory Committee must be individuals with a strong interest and enthusiasm for planning and improving bicycle and pedestrian facilities. The Advisory Committee shall consist of seven (7) members. Members of the Committee may either be: Residents of San Rafael; or Business owners within the City of San Rafael Two additional members of the committee shall be youth representatives. Committee members will be appointed by the City Council. TIME COMMITMENT The Advisory Committee shall meet six times annually. The meetings shall comply with all provisions of the Brown Act. Revised Charter City of San Rafael Bicycle and Pedestrian Advisory Committee (BPAC) Mission Statement: ..................................................._... r_................— The goal of the Bicycle and Pedestrian Advisory Committee is to promote bicycling and walking cis viable means of transportation throughout San Rafael; to provide conceptual input on public bicycle and pedestrian nljTasti-tictiti-e projects; and to support the implementation of the City's Bicycle and Pedestrian Master Plan. GOals- • Serve as advisors to City Council for bicycle and pedestrian matters in the City, representing the interests of citizens and local advocacy groups. • Serve as a liaison to City staff managing projects which impact pedestrian and bicycle activity. • Promote greater public participation and communication regarding the planning and implementation of public bicycle and pedestrian improvements that occur around the City. • Assist in seeking low-cost or no cost ways to improve the bicycle and pedestrian environment in San Rafael. • Support bicycling and walking to increase the amount of non -motorized trips in the City, to reduce the dependence on autos, and to reduce the City's carbon footprint. Meetings aild Community Involvement; • Meetings will be held bimonthly, on a consistent day of the month; the schedule for the upcoming year will be set by November of the previous year; staff will contact committee members one week prior to scheduled meetings to determine if a quorum will be present; lack of a quorum will result in the cancellation of the scheduled meeting. • BPAC will establish an annual work plan that advances walking and biking in the City and will report annually to the City Council on its recommendations and pending work. • Meetings will be held in City Hall to promote the involvement of members of the public and stakeholder groups; the Public Works building may be used if needed. • Information about the BPAC meetings, including upcoming agendas, will be posted online. Meetings will be recorded. A means by which comments may be submitted electronically or in writing will be examined. • A period for public comments will be set aside at each scheduled meeting. Citv Staff Role: The BPAC will prepare meeting notes. The Committee chairperson will develop meeting agendas in collaboration with City staff. Public Works Department staff will assist in establishing contact with City Departments for presentations to the BPAC regarding, public improvements, planning projects, enforcement activities, economic development projects and other City efforts that affect pedestrian and bicycle planning or infrastructure. Specific Duties: This committee's advisory and review function on matters related to bicycling and walking include, but are not limited to: 1. Implementation of the Bicycle and Pedestrian Master Plan and other adopted plans Participating in the development, review, and implementation of comprehensive bicycle/pedestrian goals, objectives and policies in the Bicycle and Pedestrian Master Plan, and/or other City adopted community plans and area specific plans. 2. Existing Conditions Reviewing and commenting on the functional classification and physical condition of existing pedestrian routes, bicycle paths, bicycle lanes, protected bikeways, and bicycle routes (Caltrans Class 1, II, 1II & IV facilities, respectively) within the City. 3. Review of Major Development and Infrastructure Projects Reviewing development and infrastructure projects that fall within the city's jurisdiction insofar as they relate to bicycling and walking at their planning and design stages for accommodation of cyclists' and pedestrians' needs. Members of BPAC will serve as liaisons to City departments, commissions, and committees related to bicycle and pedestrian issues and will report back to BPAC. 4. Project Development and Funding Making recommendations on capital improvements to increase use and safety of bicycle/pedestrian facilities; and providing recommendations to staff on the prioritization of bicycle/pedestrian projects for funding under Capital Improvements Programs or other district, county, state or federal bicycle and pedestrian grant programs. 5. Educational Efforts Participating in the City's efforts to promote bicycling and walking as viable forms of urban transportation and recreation. Revised: January 20, 2015 NOTICE TO BOARD & COMMISSION APPLICANTS REGARDING ETHICS TRAINING On January 1, 2006, a new law became effective that requires two (2) hours of ethics training of the local legislative bodies by January 1, 2007. This new law defines a local legislative body as a "Brown Act" governing body, whether permanent or temporary, decision-making or advisory, and created by formal action of the City Council. In other words, any person serving on a City Council, Board, Commission, or Committee created by the Council is subject to this ethics training requirement. After this initial class, training will be required every two years. Ethics training can be accomplished by taking a 2 -hour class or self -study. You may seek reimbursement for taking any authorized ethics class. The city staff member that is assigned to your committee can help you with the reimbursement process. After you have completed the ethics class, a copy of your certificate needs to be given to the City Clerk for our files. AB 1234 (Salinas). Local Agencies: Compensation and Ethics Chapter 700, Statutes of 2005 This law does the following: Ethics Training: Members of the Brown Act -covered decision-making bodies must take two hours of ethics training every two years, if they receive compensation or are reimbursed expenses. The training can be in-person, online or self -study. For those in office on 1/1/06, the first round of training must be completed by 1/1/07. Expense Reimbursement -- Levels: Local agencies which reimburse expenses of members of their legislative bodies must adopt written expense reimbursement policies specifying the circumstances under which expenses may be reimbursed. The policy may specify rates for meals, lodging, travel, and other expenses (or default to the Internal Revenue Service's (IRS) guidelines). Local agency officials must also take advantage of conference and government rates for transportation and lodging. Expense Reimbursement -- Processes: Local agencies, which reimburse expenses, must also provide expense reporting forms; when submitted, such forms must document how the expense reporting meets the requirements of the agency's expense reimbursement policy. Officials attending meetings at agency expense must report briefly back to the legislative body at its next meeting.
