PROVIDE TEMPORARY TECHNICAL AND FINANCIAL ASSISTANCE TO
PRESERVE THE ASSETS OF THE MARIN HISTORY MUSEUM
RECOMMENDATION:
Adopt a resolution supporting a proposed resolution of the County of Marin plan to provide temporary
technical and financial assistance to preserve the assets of the Marin History Museum
DISCUSSION:
Over the last several months, there has been much uncertainty surrounding the financial stability of the
Marin History Museum and its assets. In April, 2015, the Board of the Marin History Museum
announced its plan to cease the Museum's operations at the end of August due to financial difficulties.
Additionally, some artifacts from the collection were sold via auction.
On November 10, the Board of Supervisors will be considering a recommendation by Supervisor
Damon Connolly that the County of Marin provide temporary support and technical assistance to the
Marin History Museum, on the condition that the Museum's current Board Members agree to transition
to a new Board of Directors. With assistance from the Marin County Free Library and the Marin County
Cultural Services department, the new governing board would be required to develop a business plan
ensuring preservation of the remaining assets.
Staff recommends that the Council support this plan, as a way of preserving the viability and stability of
the Museum's operations.
FISCAL IMPACT:
No fiscal impact to the City. The County estimates this effort would cost up to $50,000.

RESOLUTION SUPPORTING A PROPOSED COUNTY OF MARIN RESOLUTION
TO PROVIDE TEMPORARY TECHNICAL AND FINANCIAL ASSISTANCE
TO PRESERVE THE ASSETS OF THE MARIN HISTORY MUSEUM
WHEREAS, since its formation in 1935, the Marin History Museum (formerly the Marin County
Historical Society) has been collecting, protecting and sharing the stories of Marin County history, amassing a
collection of an estimated 20,000 artifacts, over 200,000 historical photographs and a research library; and
WHEREAS, in recent months, many questions have arisen about the Museum's finances and long-
term solvency, including questions regarding the sale of some artifacts via auction; and
WHEREAS, the City Council, along with the Marin County Board of Supervisors and other
community members has, from the outset, been very concerned about the reports concerning the Marin History
Museum — most importantly regarding preservation of the community assets at stake, and an apparent lack of
full transparency regarding the disposition of the collection; and
WHEREAS, the County of Marin has been on record offering potential funding to store, catalogue
and safeguard the Marin History Museum's assets so that the collection can be maintained for community
benefit; and
WHEREAS, on November 10, 2015, the Board of Supervisors will be considering a proposal by
Supervisor Damon Connolly for the County of Marin to provide temporary support and technical assistance to
the Marin History Museum, on conditions including an agreement by the Museum's current Board to transition
to a new Board of Directors, and that, with assistance from the Marin County Free Library and the Marin
County Cultural Services department, the new governing board would develop a business plan designed to
ensure preservation of the remaining Museum assets; and
WHEREAS, given the uncertainties surrounding the Museum's future, it is in everyone's interest to
immediately begin exploring a solution where the County of Marin would take a proactive role, including
potentially conducting an inventory of the Museum's collection in order to provide greater public
transparency; and
WHEREAS, the City Council is committed to working with the County and other interested parties
to ensure that the Museum's assets are preserved for the benefit of Marin residents and future generations
under mutually agreeable conditions to be determined in cooperation with the Museum History Board.
NOW, THEREFORE, BE IT RESOLVED that the City Council endorses Supervisor Connolly's
proposal to provide, as conditioned, temporary support and technical assistance to the Marin History Museum,
and urges the Board of Supervisors to approve that plan.

Carol Thompson, the Executive Director of BID and her staff
did a great job of getting downtown businesses to sponsor
the event and in publicizing it. We know that the event
brought many consumers into Downtown San Rafael
benefitting the business community and the City.
MOS, as a volunteer driven organization with a very small
staff, could never have produced such an event without the
partnership of an organization like BID. At MOS we are
starting to plan next years' event and look forward to working
again with BID to promote the vibrant, historic downtown
district of San Rafael by depicting it as seen through the eye
of the artist.
MOS is a 501(c)3 charitable corporation with a mission to
promote the visual arts. Our main event is a self -guided tour
of individual artist's studios the first two weekends of May
each year with a gallery exposition of one piece of work from
each artist for one month.

Din,eHamen Improvement District (BID) is doing. MOS partnered this year
DITCL LOT ' with the BID to produce a new event in downtown San Rafael
Stuart GOUrla} on August 29, 2015. During this event, entitled "Artists in
rrr.""r Action", over 40 artists painted en plein air on the streets of
downtown San Rafael, creating artwork featuring its historic

IMann150300 irudios buildings. In our view, this was a very successful event.
San R,(ael, CA 94915 Judging and display of the created artwork took place in the
415.343-5667 City Plaza at the termination of the event, and the artwork

marinopenstudios.com was exhibited for several weeks at Artworks Downtown.
Carol Thompson, the Executive Director of BID and her staff
did a great job of getting downtown businesses to sponsor
the event and in publicizing it. We know that the event
brought many consumers into Downtown San Rafael
benefitting the business community and the City.
MOS, as a volunteer driven organization with a very small
staff, could never have produced such an event without the
partnership of an organization like BID. At MOS we are
starting to plan next years' event and look forward to working
again with BID to promote the vibrant, historic downtown
district of San Rafael by depicting it as seen through the eye
of the artist.
MOS is a 501(c)3 charitable corporation with a mission to
promote the visual arts. Our main event is a self-guided tour
of individual artist's studios the first two weekends of May
each year with a gallery exposition of one piece of work from
each artist for one month.

Connolly's proposal is a very positive step. I have been an active member of the museum since 2000, know well many of the people insolsed in this

I would like to voice support for Supervisor Connolly's Plan to Provide Temporary Technical and Financial Assistance to Preserve the Assets of the
Nlarin History Museum. Preserving collections such as this is important for future generations. The Marin History Museum is in an excellent
location. near Falkirk Cultural Center as well as the Mission. I even worked with a lady who grew up in what is now the Boyd Museum. China Camp
is another spot that rounds out historically significant sites for San Rafael and Marin County. Marin County really does have it diverse history that is
worth safeguarding. Hopefully the Marin History Mosconi collection can he preserved in its present location. Thank you for your consideration.

I have been a member of the lvlarin History Museum for the last several years, paying my $30 per year fee to modestly support the stewardship of
Marin history.
I was shocked at the events of this last year, actions taken by the present Marin History Museum hoard without the knowledge of the membership.
The news of transfer and sale of items of historic items that had been donated to the museum was especially distressinLI.
The MHNI Hoard should resign and a long-term transition plan should be put into effect.
