TOPIC: Safety Net Grant to Provide the Opportunity to Increase and Sustain Quality in Preschool
Programming.
SUBJECT: RESOLUTION ACCEPTING A CALIFORNIA STATE FUNDED PRESCHOOL SAFETY NET
GRANT FROM THE MARIN CHILD CARE COUNCIL IN THE AMOUNT OF $30,000 FOR FISCAL
YEAR 2015-2016 TO SUPPORT THE PICKLEWEED PRESCHOOL PROGRAM AND AUTHORIZING
THE CITY MANAGER TO EXECUTE THE GRANT DOCUMENTS WITH SPENDING AUTHORITY.
RECOMMENDATION: Adopt the resolution.
BACKGROUND: The Safety Net Grant is funded through Marin Child Care Council and is one time
funding per fiscal year for California State funded preschools in Marin County. Our first year of receiving
this funding was in fiscal year 2013-2014 in the amount of $5,000. This money was used to help support
the California State Preschool contract amounts that were significantly reduced by the State. For this
fiscal year 2015-2016 the Safety Net Grant of $30,000 is to be used to increase and sustain quality in
State preschools. This includes hiring staff to reduce ratio size, professional development for teachers,
and Desired Results System to improve program quality in early care and education programs across the
state.
ANALYSIS: This is one-time funding per fiscal year. The grant is split between six State funded
preschools in the county and Pickleweed Preschool falls in Tier B funding based on number of children
served at Pickleweed. This money will help reduce the ratio in the preschool by hiring a 25 hour -a -week
instructor and fulfill requirements for reporting Developmental profiles on children by using IPADS for
data; and the remaining balance will be used to enhance the outdoor environment at Pickleweed
Preschool.
FISCAL IMPACT: The Safety Net grant is for $30,000. These funds will be appropriated in the Childcare
fund for the following uses consistent with the terms of the grant:
Temporary Help- 260-66-34012-8112- $15,000 for one Instructor working 25 hours a week
Recreation Supplies- 260-66-34012-9320- $ 2,000 for 3 IPADS for Desired Results
Contractual Services- 260-66-34012-9270- $13,000 for expansion of outdoor environment
OUTREACH: Community outreach for the availability of subsidy for preschool services is conducted by
the Marin Child Care Council, in conjunction with the County of Marin and other non-profit agencies
serving families with young children.

OPTIONS: 1. Approve acceptance of the grant funding.
2. Decline to accept the grant funding and discontinue preschool services at Pickleweed
Children's Center.
ACTION REQUIRED: Adopt the Resolution to accept the Marin Child Care Council grant in the amount of
$30,000, authorizing the City Manager to execute necessary grant documents and to appropriate funds in
the Childcare Special Revenue Fund for spending under the terms of the Grant.

RESOLUTION ACCEPTING A CALIFORNIA STATE FUNDED PRESCHOOL
SAFETY NET GRANT FROM THE MARIN CHILD CARE COUNCIL IN THE AMOUNT
OF $30,000 FOR FISCAL YEAR 2015-2016 TO SUPPORT THE PICKLEWEED
PRESCHOOL PROGRAM AND AUTHORIZING THE CITY MANAGER TO EXECUTE
THE GRANT DOCUMENTS WITH SPENDING AUTHORITY.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES AS
FOLLOWS:
WHEREAS, the City of San Rafael operates the Pickleweed Preschool at the
Pickleweed Children's Center; and
WHEREAS, in past years the Marin Child Care Council has awarded the City of
San Rafael funds to improve quality programming at Pickleweed Preschool; and
WHEREAS, the City of San Rafael has been awarded a Safety Net Grant from
the Marin Child Care Council for State Preschool Services in the amount of $30,000 for
Fiscal Year 2015-2016.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of San
Rafael does hereby approve acceptance of the California State Funded Preschool
Safety Net Grant from the Marin Child Care Council, in the amount of $30,000 for fiscal
year 2015-2016 to support the Pickleweed Preschool Program, and authorizes the City
Manager to execute all required grant documents and to appropriate funds in the
Childcare Special Revenue Fund for spending under the terms of the Grant.

foregoing Resolution was duly and regularly introduced and adopted at a regular
meeting of the City Council of said City held on Monday, the 7th day of December, 2015
