HomeMy WebLinkAboutCC Resolution 13681 (Board & Commission Term Limits)RESOLUTION NO. 13681 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL ESTABLISHING TERM LENGTH AND LIMITS FOR CITY BOARDS, COMMISSIONS AND REGIONAL ADVISORY BOARDS WHEREAS, maximizing public participation in government helps achieve the fundamental ethics of democracy; and WHEREAS, local government needs constructive public input to ensure that resources are employed where they are most needed, services are distributed equitably, and public funds are properly accounted for; and WHEREAS, the residents of San Rafael have a strong commitment to participating in their local government; and WHEREAS, the City's numerous boards and commissions facilitate public participation in government and provide representation of diverse viewpoints and interest; and WHEREAS, the City Council desires to establish term limits in relation to participation in City Council -appointed boards and commissions to ensure that opportunities for participation are maximized; and WHEREAS, the City Council does not wish to include any terms being served or that have been served prior to the date of this resolution in calculating term limits; and WHEREAS, the Marin -Sonoma Mosquito Vector Control Board and the Marin Commission on Aging have a City Council -appointed delegate but are not considered to be City Council -appointed boards or commissions. NOW, THEREFORE, BE IT RESOLVED, that for terms on City Council - appointed boards and commissions commencing on or after the date of this resolution the length of each such term shall be 4 years; and BE IT FURTHER RESOLVED, that for terms on City Council -appointed boards and commissions commencing on or after the date of this resolution, members of the Planning Commission and Design Review Board shall be limited to serving 3 consecutive terms and members of all other boards and commissions shall be limited to serving 2 consecutive terms; and BE IT FURTHER RESOLVED, that after 25 years of service a member can become a non-voting Emeritus member. I, Esther C. Beirne, Clerk of the City of San Rafael, hereby certify that the foregoing Resolution was duly and regularly introduced and adopted at a regular meeting of the City Council of the City of San Rafael, held on Tuesday, the 18th of February 2014, by the following vote, to wit: AYES: Councilmembers: Bushey, Colin, Connolly, McCullough & Mayor Phillips NOES: Councilmembers: None ABSENT: Councilmembers: None w Esther C.
