A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL IN SUPPORT OF
THE SAN FRANCISCO BAY AREA WATER TRAIL
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
WHEREAS, the California State Legislature enacted the Water Trail Act (BA 1296) in 2005 establishing
the San Francisco bay Area Water Trail, a growing network of launching and landing sites that allows
non -motorized small boat users to better enjoy the historic, scenic, cultural, and environmental richness of
San Francisco Bay; and
WHEREAS, the Water Trail is implemented under the leadership of the State Coastal Conservancy,
working in close collaboration with the Association of Bay Area Governments, the San Francisco Bay
Conservation and Development commission, and the California State Parks Division of Boating and
Waterways; and
WHEREAS, the Water Trail fosters stewardship of the Bay and reduces impacts to sensitive wildlife and
habitat through education of boaters; and
WHEREAS, the Water Trail provides economic benefits to waterfront and water -oriented businesses by
promoting opportunities for single and multi -day excursions on the Bay; and
WHEREAS, the City of San Rafael recognizes the benefits of non -motorized small boat recreation on the
Bay and desires to encourage this activity as part of a regional trail network.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael officially
endorses the concept of the San Francisco Bay Area Water Trail.

and regularly introduced and adopted at a regular meeting of the City Council of the City of San Rafael
held on Monday, the 16"' day of June, 2014, by the following vote, to wit:

Meeting Minutes: April 17, 2014
Chairman Mihan called the meeting to order at 7:00 p.m. at the San Rafael City Hall Council Chambers

1. Action Items
A. Review of Terra Linda Community Pool, Pool House Conceptual Plan
Leslie Bloomquist introduced the item by stating the goals for the project to be: provide clean, safe
restroom/changing/shower facilities to serve patrons of the Terra Linda Community Pool; eliminate failing,
non-functional infrastructure; preserve classroom and storage space; utilize existing building footprint,
utilities and structural elements as practical; adhere to an aggressive timeline to avoid interruption of
public swim services.
A Power Point presentation depicted the current conditions of the Poolhouse. Public works is producing
the project and Jaemin Park, of Park Engineering is the Project Manager.
Park presented the proposed conceptual design. He noted that the aquatic environment, deferred
maintenance, and age of the building has caused the current state of deterioration. While the building
has been patched and repaired, the condition is no longer appropriate for that type of mediation. The firm
of Kappe — Du Architects was selected to plan the project. Kappe- Du performed an assessment of the
current facility, reviewed conditions with a civil engineer firm, detailed the existing deficiencies, and
prepared an option for consideration.
The Conceptual Plan provides for more user friendly, code compliant facilities. The Architect's cost
estimate is $525,000 for construction. The proposed plan utilizes the current building footprint and adds
800 s/f at the north end. It renovates the restroom, showers and changing areas, reduces the number of
lockers, adds child changing tables in each restroom, upgrades storage for staff and Swim Team, adds
family changing facilities, replaces the classroom to accommodate 25, and adds an exterior restroom to
serve the adjacent Terra Linda Park.
The proposed Conceptual Plan replaces the facilities at the existing height. The architect recommends a
two foot height extension on the classroom portion of the building for natural light.
The timeline calls for development of construction drawings to be concluded in May, with the project put
out to bid in July. Construction will begin in October, after the current pool season, and take
approximately four months to complete.
The Commission posed the following questions to Project and Terra Linda Staff:

Is there a provision in the estimate for change orders? Yes 10% of the total construction cost will be
added to the estimate.
How will the Park restroom be supervised and secured? The restroom will be supervised by aquatic staff,
and equipped with a timed locking system. It will separate the pool users from the general park visitors.
Is ADA compliancy assured? The civil engineer assigned to the project will oversee compliancy.
What is the review process? The project is subject to all appropriate City reviews, and may be reviewed
by the Planning Commission before the City Council is asked for final approval.
The public in attendance was asked to comment. The questions put forward were:
If the project is on the original building footprint, how can 800 feet be added? The original footprint
included enclosed space where the vending area is now. The project builds out onto the vending area,
which will be re -located.
Can the classroom have skylights installed instead of raising the elevation 2 feet to achieve the additional
light? The HVAC system installed on the roof prevents skylights on the facility.
Is there potential to add solar power to the project? The application would be costly. The City has plans
to install solar panels to power the facilities within the full site. Outfitting the Pool House is a duplication
of that effort.
Will the project impact the Swim Team season use of the pool? The timeline calls for the work to be
complete in February, before the next swim season. If the schedule slips, it is assumed the team can
utilize the pool without the use of the Pool House for a short time.
Is there a concern for winter construction of the project? Once the shell is completed in the first months,
the work will be concentrated on the interior of the facility.
Is there provision for more shade, or covered areas on the pool deck? No.
After discussion it was M/s Holm/Basset to approve the Terra Linda Pool House Conceptual Plan and
Recommend the Plan to the City Council.

B. Trail Around the Bay Proposal!
Chairman Mihan described the proposal. The San Francisco Bay Area Water Trail is a developing
network of access sites that allow people in non -motorized small boats to safely enjoy San Francisco Bay
through single and multiple -day trips. Most of the 112 sites identified I the Water Trail Plan currently exist
and site designation is voluntary by the local jurisdiction or property owner. The Plan promotes water
safety, appropriate launch and landing sites, and environmental protection. The Coastal Conservancy,
Association of Bay Area Governments, San Francisco Bay conservation and Development Commission,
and State Parks Department are collaborating on the Water Trail Plan.
There are several sites designated within Marin County shorelines and five specific to San Rafael: Loch
Lomond (2) San Rafael Yacht Club (1), Starkweather Shoreline Park (1) and San Quentin (1). No new
sites are required, and no investment is attached to a designation. Many jurisdictions around the Bay.
Including County of Marin have endorsed the Plan. San Rafael has yet to do so.
A recommendation from the Commission to the City Council for endorsement of the Water Trail Plan will
benefit the City with location information, environmental education and recreation opportunities. There
are potential economic benefits to communities on the Trail map, In the future, limited funding for
associated launch sites may be available.

To recommend to the City Council a Resolution endorsing the San Francisco Bay Area Water Trail.
Commisioner Obletz inquired about the various levels, 1,2,3,4, of acceptable access within the Program.
Mihan reported the levels were included on the website information to alert users to those launch sites
that meet their personal access requirements. All are ADA compliant to certain degrees, but some are
more conducive to specific mobility conditions. Commissioner Holm suggested the recommendation carry
the highest level of accessibility for the site located in San Rafael where possible.
The motion was amended by Commissioner Holm, to read "Recommend the City Council endorse the
San Francisco Bay Area Water Trail, and in San Rafael, strive to provide the highest level of accessibility,
where possible on each launch site."

2. Commission Items
A. Director's Report
McCart reported continued negotiations with Terrapin Crossroads over the use of Beach Park. The Terra
Linda Community Pool is open. Season pass sales are up for that location and for the Hamilton Pool
which will open in May. Becky Ordin joined the staff at the Terra Linda Community Center as
Administrative Assistant II. Softball leagues began last week. Pacifics pre -season begins at the end of
May. Notification of Gala and Opening Day events will be out soon. 1400 ticket holders enjoyed the
production of "Shrek, the Musical". 200 attended the last Monday Night Bingo event. 300 participated in
the Egg Hunt at the Boro Center. The Children's Center at Sun Valley School will close in June as the
enrollment increase requires the use of the Center classroom space. All families will be accommodated
at Parkside Children's Center. Flooring at SRCC will be replaced net month as will the carpeting at
ABCC.

C. Parks Report
Superintendent Davenport reported that Marin Municipal Water District will not impose mandatory water
rationing this year, but has requested a voluntary 20% reduction. This news means all parks and
landscaped areas will survive the summer season. Forester and Kroeger Landscape Maintenance has
contracted for vegetation management within parks and Open Space for fire prevention and bio diversity
sustainability. Recently they removed 6 tons of debris generated by an illegal encampment on Puerto
Suello Hill. The City is partnering with the Gerstle Park HOA to repair sidewalks and replace trees for
residents willing to financially participate in the work adjacent to homes. Recycle bins provided through
grant funding are installed on 4`M Street. Lights on the Plaza fountain will be converted to LEDs. 30

Volunteers cleaned up and assisted with new plantings at Terra Linda Community Center. Additional
weed abate was performed at Pickleweed Park. The soccer fields in the park will open in June.
Park Staff replanted the wedding garden at Falkirk
