WHEREAS, the City of San Rafael maintains and operates over 4,400 high pressure sodium street lights; and WHEREAS, the City of San Rafael maintains four parking garages with safety lighting; and WHEREAS, the City of San Rafael City Hall Building utilizes a Heating, Ventilation and Air Conditioning unit; and WHEREAS, replacement of the street and safety lights with LED fixtures will reduce energy and save on utility costs; and WHEREAS, installing a HVAC chiller unit in City Hall will reduce energy and save on utility costs; and WHEREAS, Energy Efficiency Retrofit Loan Program is funded by California utility customers and administered by Pacific Gas and Electric Company (PG&E); and WHEREAS, the loans issued under the Program are interest-free, unsecured loans to reimburse PG&E customers for the costs they incur in connection with a qualified retrofit project; and WHEREAS, in order to receive assistance, the City must sign a Financing Supplement Application with Pacific Gas & Electric (PG&E). NOW, THEREFORE, IT IS HEREBY ORDERED AND RESOLVED that the Director of Public Works is authorized to apply for such loan and sign the Financing Supplement to the Energy Efficiency Retrofit Program Application. IT IS FURTHER RESOLVED that the Director of Public Works is hereby authorized to take any and all such actions and make changes as may be necessary to accomplish the purpose of this resolution. The Program provides qualitied PG&E customers with a means to finance energy-efficient (EE) retrofit projects implemented under select PG&E EE Programs (the "Qualified Program"). The loans issued under the Program are interest-free, unsecured ',cans to fully or partially reimburse qualified PG&E customers for the costs they incur in connection with a qualified retrofit project (the "Retrofit Project"), which term shah mean the energy efficiency retrofit project described in Customer's relevant Energy Efficiency Program Application. Participation in the Program is limited to PG&E customers that meet the following conditions and satisfy these conditions throughout the duration of the Retrofit Project up to and including the date of F nal Verification (defined below in Section 81. (a) the PG&E customer must be a business ("Commercial Customer") or a federal, state, county or local government agency ("Government Customer").' The loan terms and conditions are set to provide simple payback from energy savings during the maximum allowed loan term, and are calculated by dividing the loan amount (eligible project cost less Qua[ lied Program Incentives) by the estimated morthly energy savings resulting from the Retrofit Project. The ensuing number of monthly payments must not exceed the Maximum Loan Term set -grth in chart below ("Loan Amount and Term Limitations"). Prior to purchasing and installing any energy-efficient measures or equipment under the Qualified Program, Customer must satisfy the eligibility requirements of both the Program and Qualified Program. Because energy efficiency projects in progress are irelig bte under the Program, Customer must have an inspection of the Retrofit Project and Location conducted and completed by PG&E before ccmmercrng any work er purchasing any equipment for the Retrofit Prefect. PG&Ewitl assist Customers in understanding the energy efficiency measures available under the Qualified Program and will answer their questions concerning this Program. After Customer has decided upon the measures that comprise the Retrofit Project, PG&E will request an engineering review, perform an inspection of the Location, calculate the Loan Terms and prepare the Loan Documents. Thereafter, PG&E will provide Cjstomerwith a copy of the inspection report, a Loan Agreement, the Appl.cation, the applicable On -Bill Firancing (OBF) Gas and/or Electric Rate Schedule and Loan Calculation Summary Sheet (collectively, the "Loan Documents"].
