RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
RAFAEL AMENDING RESOLUTION #12363 TO EXTEND
FOREBEARANCE IN THE COLLECTION OF A PORTION OF THE
APPROVED ON -STREET METERED PARKING RATES ON FOURTH
STREET IN THE WEST END AREA OF THE CITY THROUGH
DECEMBER 31, 2008.
WHEREAS, the City Council adopted Resolution 12363 on October 1, 2007 that
authorized a 50% forbearance of a portion of the on -street parking fee collected at parking
meters on 4th Street from E Street to Miracle Mile on October 1, 2007; and,
WHEREAS, Resolution 12363 provided that the forbearance period would end on either
issuance of a Notice of Completion for the project or September 30, 2009, whichever occurred
earlier; and,
WHEREAS, it is now anticipated that the street and sidewalk improvement project
known as the Fourth Street West End Village Improvements Project ("Project"), will be
completed earlier than originally planned; and,
WHEREAS, the City wishes to encourage resumption of normal retail activity in the
West End Village Area by extending forbearance of a portion of parking fees through the 2008
Holiday Season.
NOW THEREFORE, BE IT RESOLVED that Resolution #12363 is hereby amended
to authorize the Parking Services Manager to continue to forebear in the collection of 50% of the
on -street metered parking rates for those metered parking spaces in the Downtown Parking Zone
that are located on Fourth Street within the Project boundaries extending from E Street to the
Miracle Mile, through December 31, 2008, and no later.
The foregoing Resolution was duly and regularly introduced and adopted at a regular
meeting of the San Rafael City Council held on the 15th day of September 2008, by the following
vote to wit:
AYES: Councilmembers: Brockbank, Connolly, Heller & Vice -Mayor Miller
NOES: Councilmembers: None
ABSENT: Councilmembers: Mayor Boro
