A RESOLUTION OF THE SAN RAFAEL CITY COUNCIL TO OPPOSE THE IIVEVIEDIATE
CESSATION OF VEHICLE LICENSE FEE PAYMENTS AND SHIFTING OF REDEVELOPMENT
REVENUE AND SUPPORT LEGISLATION TO RESTORE THE VEHICLE LICENSE FEE TO ITS
FULL LEVEL
WHEREAS, the Governor has proposed elimination of the Vehicle License Fee (VLF) backfill, reneging on
a promise legislators and the governor made in 1998 to protect cities and counties from losing local VLF
funds caused by the state's decision to reduce these fees; and
WHEREAS, Article 11 Section 15 of the State constitutionally guarantees VLF as local government
revenue; and
WHEREAS, the loss of VLF revenue to local governments throughout California is $1.3 billion in 2002/03
and $2.9 billion in 2003/04; and
WHEREAS, San Rafael will lose over $2 million in VLF revenue if the Governor's proposal is adopted;
revenue that is used for public safety services, library operations, park maintenance and recreation activities;
and
WHEREAS, the 1998 legislation that cut the VLF, also stated that the fee would return to higher levels
whenever insufficient moneys are available to provide the local government backfill.
WHEREAS, the Governor's budget proposal also raids $500 million in local redevelopment housing funds
and an additional $250 million in redevelopment funds, and
WHEREAS, raiding these funds would destroy much needed affordable housing projects and stifle a key
source of construction jobs and economic activity.
NOW, THEREFORE, BE IT RESOLVED, that the San Rafael City Council opposes the Governor's
budget proposal to immediately end Vehicle License Fee payments to cities and counties; and
BE IT FURTHER RESOLVED, that the San Rafael City Council supports returning the VLF to the 1998
level for the sole purpose of guaranteeing an important and stable source of revenue to local government in
accordance with the State constitution and existing law; and
BE IT FURTHER RESOLVED, that the San Rafael City Council also opposes the Governor's proposal to
take redevelopment funds that are dedicated for affordable/workforce housing programs and economic
development.

Resolution was duly and regularly introduced and adopted at a regular meeting of the City Council of said
City held on Tuesday, the 21sT day of January, 2003 by the following vote, to wit:
