CITY OF SAN RAFAEL
PRESENTS THIS
RESOLUTION OF 11PPRECUITION
TO
PHYLLIS THELEN
WHEREAS, Phyllis Thelen has been active in San Rafael as a 48 year resident and
member of the Dominican Neighborhood Association. Phyllis is also a
former member of the Cultural Affairs Commission and the founder of
Artworks Downtown; and
WHEREAS, in May, 2000, Phyllis was appointed by the San Rafael City Council to the
San Rafael General Plan 2020 Steering Committee charged with preparing a
recommended draft General Plan for San Rafael; and
WHEREAS, Phyllis served as a representative to balance the various interests and act as a
visionary for the broader San Rafael community; and
WHEREAS, in addition to attending the Steering Committee meetings, Phyllis served on
the Quality of Community Life Task Group as well as the Mapping
Subcommittee; and
WHEREAS, Phyllis dedicated three years to a community planning effort to create the
goals, policies and programs of San Rafael General Plan 1020.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council hereby express
sincere appreciation and gratitude to Phyllis Thelen for her substantial contributions to prepare
the draft San Rafael General Plan 2010 and for her vision for the betterment of the San Rafael
community. Small wonder that we are wont to exclaim: "We are living well in San Rafael."
