CITY OF SAN RAFAEL
PRESENTS THIS
RESOMITION OF 11PPRECUITION

WHEREAS, Joanne Webster has been active in San Rafael as a business owner, a
member of the Chamber of Commerce and the director of Business
Improvement District (BID); and
WHEREAS, in September, 2002, Joanne was appointed by the San Rafael City Council to
the San Rafael General Plan 2020 Steering Committee charged with
preparing a recommended draft General Plan for San Rafael; and
WHEREAS, Joanne served as a representative to balance the various interests and act as a
visionary for the broader San Rafael community; and
WHEREAS, in addition to attending the Steering Committee meetings, Joanne served on
the Outreach Subcommittee; and
WHEREAS, Joanne dedicated 11 months to a community planning effort to create the
goals, policies and programs of San Rafael General Plan 2020.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council hereby express
sincere appreciation and gratitude to Joanne Webster for her substantial contributions to
prepare the draft San Rafael General Plan 2020 and for her vision for the betterment of the San
Rafael community. Small wonder that we are wont to exclaim: "We are living well in San
Rafael."
