HomeMy WebLinkAboutCC Resolution 11429 (Community Policing Partnership at Schools)RESOLUTION NO. 11429 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL ACCEPTING SAN RAFAEL CITY SCHOOLS FUNDS NOT TO EXCEED THE AMOUNT OF $209,498 FOR SUPPORT OF THE SCHOOL COMMUNITY POLICING PARTNERSHIP GRANT AND AUTHORIZING THE CITY MANAGER AND THE CHIEF OF POLICE TO SIGN A MEMORANDUM OF UNDERSTANDING WITH THE SAN RAFAEL CITY SCHOOLS (FOR THE PERIOD FROM JULY 1, 2003 THROUGH JUNE 30, 2006.) Whereas, the San Rafael City Schools has successfully requested and received funding for the School Community Police Partnership; and, Whereas, this money is designed to be spent to pay costs associated with School Resource Officer and the Parent Project workshop series for a three year period from July 2003 through June 2006; and, Whereas, the San Rafael City Schools requests that the City of San Rafael Police Department enter into an agreement to provide those services for an amount not to exceed $209,485; and, Whereas, the City Manager and the Assistant City Manager are the individuals who are authorized by City of San Rafael Municipal Code to enter into contract and authorize expenditures; and, Whereas, the Police Chief is the most knowledgeable of programmatic requirements and costs of program expense; NOW, THEREFORE BE IT RESOLVED, that the City Council accepts San Rafael City Schools funds in the amount not to exceed $209,498 for support of the School Community Policing Partnership Grant and authorizes the City Manager and Chief of Police to sign a Memorandum of Understanding with the San Rafael City Schools. I_EONCINI, City Clerk SAL School Community Policing Partnership Program Grant Memorandum of Understanding Between San Rafael City Schools And San Rafael Police Department This Memorandum establishes a formal agreement between the San Rafael City Schools (SRCS) and San Rafael Police Department (SRPD) to commit to and cooperate in the district's School Community Policing Partnership Grant at Terra Linda and San Rafael High Schools and Madrone Continuation School as proposed to the Office of the Attorney General, Crime and Prevention Center in April 2003. This is a three-year grant for the period of July 1, 2003 through June 30, 2006. The proposed program will augment the existing community policing services by providing one additional officer to work at the high schools. The program goal is to provide additional police resources at the secondary schools for prevention and to strengthen and support school discipline. Cost to be invoiced quarterly to San Rafael City Schools for .5 FTE police officer is $185,498 for the three-year period, averaging $61,833 per fiscal year. In addition, San Rafael Police Department (SRPD) will purchase supplies and materials to support the Parent Project and the officer's work on school campuses, not to exceed $24,000 during the three-year period and SRPD will invoice quarterly for expenditures that are funded in the School Community Policing Partnership program. San Rafael City Schools will work cooperatively with San Rafael Police Department in order to attain the goals outlined in this grant and the SRCS will be responsible to pay invoices in a timely manner.
